Sagacious HF Quarantine Nightmare is Over
August 24, 2017

Miami, FL - After the wonderful performances at the Nation Cup Shows in Falsterbo, Sweden and Hickstead, England, Chase flew back with Sagacious HF and one other new horse she had purchased. They arrived in Miami on Friday, August 4. Chase went to Miami expecting to pick up the two horses but was told that Sagacious had tested positive for Glanders twice (using the USDA standard complement fixation test(CFT)) and had to be sent back to Amsterdam or put down. If a horse tests positive for Glanders, all horses on the plane get to stay in quarantine.

Chase and Endel started a few days of intensive searching for options and Christine Traurig sent an article about a group of California thoroughbred owners who had been through the same thing in late 2016. Chase contacted Chapman Hopkins, an attorney from Lexington who had represented the race horse owners.

Al Guden and Chase discussed the situation with Chapman and he immediately contacted the head USDA vet for animal importation and within hours convinced them to deviate a bit from their protocol and allow us to have the horse tested with the Western Blot (WB) test. Our investigation along with the knowledge Chapman had gained in his prior encounter with a positive CFT for Glanders led us to believe that the results were a false positive. Sagacious had no symptoms of Glanders. We knew of about 4 other cases where the horses had 2 positive CFT results and no clinical signs of Glanders and a WB test came out negative.

The USDA proposed a protocol that would keep the horse in Miami and we would have a WB test performed. If it was negative (it was), Sagacious would stay in Quarantine for an additional 10 days and have both a WB and CFT test. If both were negative, the horse would be released. On 8/23, the USDA pulled blood and sent it to National Veterinary Services Laboratories (NVSL) in Ames, Iowa. On 8/24, we received the word that both tests were negative and that the two horses would be released.

Chase and Al, along with some of the other owners we discovered in this journey are presenting a recommended revised protocol for Glanders. The USDA is reviewing the protocol as a result of the thoroughbred episode last year so the time is right to give our opinion. This becomes a very expensive proposition and could be significantly streamlined without compromising the protection the USDA is providing. The CFT test has false positives. Everyone who deals with it knows this. That is not a problem with the WB test. In addition, of all of the CFT positive horses we have found not a one has ever had Glanders. All who have had WB tests have been negative. Maybe too much information, but they really ought to use the WB unless it is way too expensive. They could use the CFT and then use the WB if they get a positive. Simple. If the WB is also positive, you probably have Glanders but there seems to be no record of Glanders in the US since the 1940s and in Europe for about the same period except for a small outbreak in Germany.
